The start-up phase has shown the need for change, from monthly to quarterly publications,
in order to better address our mission. This has been precipitated by many considerations,
some of which are going to be cited hereunder.

is indeed no exception, and quality therein must primarily be reflected through
generation of well-researched material, with an unbiased professional analysis and critique
that can only be achieved through an interactive process. Such an outcome can only be a
result of a process that is thorough, requiring adequate time and resources to complete
requisite checks and balances.
The array of stakeholders is wide, from those responsible for creating a progressive
industrial setting to direct actors. Primary addressees need to be those responsible for
creating a good operational framework, with the small entrepreneur requiring another
presentation level, designed to match his abilities and expectations.
Preliminary indications are that

has a useful role to play in the view of many, with the small entrepreneur
yearning for another forum for presentation, deemed more appropriate.
Having started in Uganda, there is a growing feeling for a need to expand to cover the
East African Community (EAC) region, in line with growing integration trends. Our future
mission is to seek to contribute to a better, well-structured framework for growth and
working closely with players to achieve more up-to-date business approaches and performance.
Printed and bound material will for sometime remain a dominant medium of communication in
the region, while the electronic version is bound to be more viable internationally.
In line with our regular issue approach, we quickly demonstrate how management science can
be applied to formulating a planning model. The presentation does not stretch beyond a
'qualitative' or verbal approach, short of any
'quantitative' or mathematical approach.
Following the concurrent reading of budgets for the three East African Community states,
Uganda Association of Consulting Engineers (UACE) expressed their appreciation of the good
effort in uplifting the environment for growth in the sector. These efforts have created a
